The National Driver License Compact Law
Summary

The National Driver License Law has been enacted into law in all 50 States (see Hawaii Chapter 286C-1). All States now report the driving offenses of individuals directly to a new Central Computer system in Washington D.C. at the Department of Transportation, National Highway Traffic Safety Administration. The following is a summary of the law and how it may affect you.

...

you attempt to be licensed in one State, you are first checked by the central computer which contains records about where you may have been licensed previously.

...

you currently have a license, it is possible that it will not be renewed or may not be valid now if you have unpaid tickets, Contempt of Court citations or Arrest Warrants.

...

you violated the law in any state before you became licensed in the state you now reside and you did not pay tickets, fines, citations or comply with Court Orders, your license may be suspended or revoked until you are in compliance.

...

you have an Out-of-State license, it may not be valid now. If you have unpaid tickets, fines, citations, Court or Arrest Warrants your license may now be suspended or revoked.

...

you have not complied with a Court Order in one State, no other state will license you.

...

you currently have more than 1 license from 2 or more States, only 1 is still valid.

Traffic Citations, Tickets and Arrest Warrant information has been collected on a national basis and sent to the Department of Transportation. This insures the State in which you want to be licensed that all citations have been cleared. You are required to provide a Clearance Letter to the State if you had unpaid tickets or Court Directed Orders which have been satisfied.

Your Driving Record
Gives us a complete history and includes any outstanding tickets, citations, Court locations and requirements for completing the directives of the Court or Office of Financial Responsibility. Also shows incorrect information.

Cost of Records
A single State record search is $55.00 and includes the preparation and submission of all required Federal documents and free consulting. A maximum of $95.00 is charged for a nationwide search.

Power of Attorney
Under Federal Law, you will be required to provide a notarized power of attorney form available on line, by fax, or by mail.

Payments of Fines
We arrange to pay all violations to any DMV or Court, anywhere. If you cannot afford to pay all fines at once, we can arrange a payment plan for you.

If Hawaii Vehicle Registration Service assists you in implementing the plan, there will be additional costs depending on the severity of your record and not including the costs of fines.

is in full compliance with the Federal Driver's Privacy Protection Act (DPPA) which went into affect September 1, 1997. This Act demands that we obtain a Notarized Power of Attorney from you prior to obtaining your records.

Remember, not all licenses can be restored especially if a mandatory court appearance is required. Hawaii Vehicle Registration Service does not create documents and accordingly do not accept responsibility for inaccuracies found in any document and we do not warrant to you that all license problems or associated situations can be rectified.

Warning! Any person who knowingly and willfully requests or under false pretenses, obtains information specified in Section 205 (b) (1) or (3) of this title from any person who receives such information under Section 206 of this title shall be fined not more than $10,000 or imprisoned for not more than one year or both.
